The CDCR is a department that makes up the California state government. The state government is responsible for everything that happens through the state of California.  All activity that has to do with a state operated correctional facility is a part of the CDCR responsibilities alongside any and all concerns or questions with the parole and probation programs. The main headquarters for the CDCR is in Sacramento, California. 

Within the United States, the California Department of Corrections and Rehabilitation is the third biggest state section. This falls right behind the United States Customs and the Department of Homeland Security. 

The reason why the CDCR is so huge is because the state of California has many state correctional facilities that they man daily. 

A report that came out in 2013 stated that the CDCR oversaw employing over 24,000 people throughout the state that worked in their offices or a state-run facility, along with another 600 criminal experts, and 1,800 parole officials.
