The priority here in the Delaware Department of Corrections is to ensure that the offenders that are in custody have the proper tools that they need to help better themselves to ensure that there will be no re-offending soon. 

This does not just end with the prisons that the DOC has, but it also has to do with parole and probation programs they have as well. They want to make sure any and all property of the DOC has the necessary tools they need to ensure that all offenders are getting the help that they need. 

As of late, the department has 2,500 members of the staff helping them achieve this goal daily. All operations happen around the clock, no matter what day or what time it is. The safety and security of the offenders is the most important thing to the DOC.
